Mr. James E. Davis serves as Director, Manpower Management Operations, Air Force Manpower Analysis Agency, Joint Base San Antonio- Randolph, Texas. He is also the program manager for the Air Force Management Engineering Program (MEP) with responsibilities including developing management engineering tools and techniques, providing technical guidance and assistance as well as determining manpower requirements. Mr. Davis provides operational oversight of and technical direction to four functional divisions and six operating locations. He is also responsible for Air Force manpower study scheduling and studies management as well as for the manpower wartime/contingency readiness program. He is responsible for maintaining the Air Force Logistics Composite Model (LCOM) program.
Mr. Davis entered civil service in January 2004 as a Senior Management Analyst with Headquarters, Air Force Reserve Command and has served in a variety of positions. Mr. Davis has also held leadership positions in the Manpower community with Defense Finance and Accounting Service and the Army.
Prior to his assignment to AFMAA, Mr. Davis served as the Chief, Manpower Management Flight, 96th Force Support Squadron, Eglin AFB, Florida. Prior to that, he served as Chief, Manpower and Management Division for Headquarters, United States Army in Europe (USAREUR). During his assignment he was detailed for eight months as the Director, Resource Management, USAREUR G8, during the European Reassurance Initiative, responsible for a $1.4B budget
