Oversees the execution of SME level ‘Day 1 Consulting’ services for high visibility/no-fail projects. Provides ready capacity to support short notice Department of Defense initiatives, functions outside of the scope or capability of the Manpower Requirements Squadrons and Total Force Analytics Division. Certifies grades and factors related products to confirm compliance with published guidance.
Grades and Factors Branch (AFMAA/MMPF)
Develops Air Force Factors (e.g., Man-hour Availability, Base Support Tail, Personnel Reliability Program, Arming and Use of Force, Indirect Allowance Factor, Transient, and Personnel Holdee). Executes Senior (Colonel and Chief Master Sergeant) grade reviews and compliance. Executes Officer and Enlisted grade allocations and compliance. Executes Inherently Governmental Commercial Activity (IGCA). Administer the Manpower Program Execution System Grades Allocation Model and Senior Grades Allocation Model. Ensures MPES compliance with regard to FAC and MSI data population.
Performance Management Branch (AFMAA/MMP/A-B)
Oversees production control, scheduling, metric development, and human capital utilization across the Agency operational areas. Ensures all production processes are defined and standardized to the maximum extent possible and fully captured in AFMAA operation instructions.
Technical Guidance Branch (AFMAA/MMSD)
Tech Guidance Team: Establishes standardized processes and procedures across all production areas. Develops operating instructions. Creates and maintains tools and templates for product lines. Provides assistance and technical guidance to production teams. Delivers MAJCOM support desk capabilities. Provides LCOM Program Management and supplies programming support to the program. QA & Performance Evaluation Team: Conducts periodic quality assurance inspections on submitted products to ensure compliance with established guidelines. Performs standards evaluations on all operational areas of Agency to ensure analysts are able to complete process IAW approved instructions.
Plans, Schedules, and Analytics Branch (AFMAA/MMSP)
Program Support Team: Develops master integrated schedules and budgets, identifies areas for required metric collection, and maintains awareness of human capital utilization and availability across all production areas of AFMAA. Aggregates, analyzes, and reports data for director decision making. Analytics Team: Analyzes and leverages new IT systems and capabilities to streamline innovation. Collaborates with Air Staff SMEs and OPRs to develop, robust, and tap into big data lakes to support predictive manpower analytics. Provides strike team capability to support product line leads.
Administers expeditionary manpower program planning assessment, coordination, and advisory services for Air Staff and Combatant Commands (CCMD) to meet all levels of conflict. Develops contingency related training curriculum, tools and utilities for use across the AF and DOD.
Total Force Analytics Branch (AFMAA/MMFA)
Interprets OSD, Joint Staff, AF/CC, and Air Staff planning guidance to develop resource sufficiency methodology, guidance, and business practices for the evaluation of wartime and contingency scenarios. Implements and tests OSD, Joint Staff, Joint, and Air Force contingency and wartime-manpower-specific plans, programs and systems. Provides mission-responsive total force support to Air Staff, MAJCOMs, Air Force Reserve Command, Air National Guard, Joint Staff, and CCMDs. Designated AF OPR for the Manpower Force Packaging system (MANFOR). Validates and manages over 4K Air Force Unit Type Codes (UTC) and maintains the Air Force UTC library. AF sole manpower SME for all DCAPES developmental, operational and field testing and HAF Unit Advisory Group conferences. Develops tools and utilities such as the MEFPAK tool, Posture Analysis tool (PAT), MARS, Military Sufficiency Analysis model and the CCDR ULN search tool for use AF and DOD wide.
War Requirements Branch (AFMAA/MMFR)
Plans, designs and conducts comprehensive Geographical/Functional Combatant Command requirements studies/assessments. Conducts wartime/readiness focused manpower requirements studies for DOD and outside organizations as directed. Plans, designs and conducts total force Wartime determinants/assessments on wartime/contingency centric organizations and functions. AF OPR and SME for the development of all wartime centric AFJQS training plans and Expeditionary Manpower Management Course (EMMC) curriculum. Provides SME level strike team requirements determination consultant services for Air Force units above wing level.
